I don't think that phenomenon is entirely unique to MWAA specifically or aviation generally but the volume of complaints ascribed to individuals is a bit eye opening. Like the one person in Laplata, MD who managed to file 1,600+ complaints in 2023 (nearly 4.4 per day -- every day of the year). I can see why this MWAA would be eager to prevent this type of engagement for IAD.
