To me, it sounds like you've nixed your voucher refund (of the full amount) by instead requesting a "cash refund" of just the taxes and fees.
So unless you had no use within the next 5 years for the voucher you would have received - meaning that effectively you would receive no value at all as the voucher in the full amount would have just expired unused - I don't think that's a win.
