That is awful, so sorry to hear. Really awful.
Take photos. A claim must be filed within 7 days to be valid. Art. 17 of the Montreal Convention entitles you to up to 1288 SDR, that is roughly $1700, of compensation on actual losses. So if any clothes, items, or the baggage itself needs to be replaced, calculate the cost of this - or indeed buy them - and then file.
A complaint in general terms would also be good, leaving the bags out in a storm exceeds the usual pain threshold of baggage handling scenarios.
The airline is responsible for compensation regardless of if it was the airport’s fault, so do not accept any pushback on that ground.
