ARN has the new Pontus Amex lounge, which is pretty amazing. But it requires an Amex Platinum/Centurion card. It's significantly better than the SK lounges.
OSL only has one non-SK lounge, the "OSL lounge". You get access through Amex, possibly PriorityPass and other programs. It's better than nothing, but quite dark.

The OSL Lounge only grants access to Scandinavian AMEX cards. Priority Pass is also not accepted. I did find the premium section of the OSL lounge quite nice actually, especially the food on offer.
