Well, there might not be an R fare for CDG-EWR specifically, but there are thousands of possible city pairs that could be routed via that flight, so who knows if any of those book into R. It may also be that they were more worried about removing that seat from inventory for US-originating passengers than making it available to Europe-originating passengers.
