This is an incorrect interpretation of the ComCom decision.
Fuel surcharges must be included in the advertised ticket price - i.e. what you see is what you pay.* Air NZ got pinged in 2005 because it was advertising a particular number and then lopping a fuel surcharge on top.
It is perfectly permissible for a price to be advertised but then broken down into its constituent parts at the point of sale such as base fare, YQ, airport fees etc.
(* of course, what you see is in fact not what you pay because of the ComCom's decision to permit credit card surcharges on top - but that is a separate whinge...)
