I think it has to do with the fact that hotels in Tokyo (and Japan more generally) realized that hotel demand was pretty inelastic and they could increase their prices by crazy amounts without a material drop in demand. Late stage capitalism, just took longer to come to Japan, but it's here. Enjoy!
