It is partly to do with the exchange rate, in that Japanese businesses are finally coming to grips with the reality of exchange-rate-caused inflation and that their prices need to finally adjust from the "normal" rate of 100 yen per dollar (for the past couple years, most businesses were reluctant to do this, believing that the yen would return to normal soon enough). Remember, all fuel is imported, along with a substantial amount of food and a wide range of other consumables.

Then there is just general inflation on top of this (separate from the exchange rate) which is affecting every country. Hotel prices in the US, Europe, Thailand and Columbia are all higher than a few years back.

And its also the time of the year because November is now one of the high seasons for foreign tourists due to the better weather and koyo (autumn leaves), and there's a couple holiday weekends in there too, so Japanese also fuel the demand.
