I was in a similar situation and called in and asked about the T&C.

They said that if you aren't eligible, you will be notified before the credit pull. So no pop-up should mean you are good to go.

As someone who had a "gotcha" (no bonus after meeting spend requirement due to having it before, many years ago), I greatly appreciate this aspect.
