I'm not sure I'd describe the USA/Canada presence as "dwindling", which would imply it's steadily shrinking. It's just a very small presence, and might actually be growing slightly with some small additions in recent years. So, I'd call it a tiny presence, but I'm not sure it's actually shrinking? There have been a few properties leave, but I think a few more were added with some of the recent brand additions.

But the fact that Accor needs to keep acquiring brands to maintain a presence, and that without acquisitions, the trend is a shrinking footprint with properties leaving, is a concerning sign for the organization as a whole.

If you are really spending a lot at Accor hotels you will be easily qualifying by points instead.

Also the fact they will not offer you diamond membership no matter if you stayed every night of the year at their hotel.

I would agree with this. Earning high status by nights can be difficult with ALL, but it's pretty easy by spend. I would barely qualify for Gold on nights, but last year, I had enough points for Diamond in less than 4 nights of one stay. In the old Fairmont program, you only needed 30 nights for top status but there were no points. With ALL, you need 60 for the second-from-top status. A low bar of only EUR 10,400 for Diamond makes it pretty easy.
