Thanks for the explanation. It will be super helpful next time I'm on ticket originating in Colombia. Usually I'm on a return ticket from Europe where the exit tax is not levied.

Tbh I think Avianca should make the refund to you as AV issued the ticket and collected the DG tax from you.
