I think you get the "PRS RESTRICTED" error for the seat map when Business Class is essentially full. If you do a Flight Availability query on EF and it shows two or fewer seats in Business, you will likely get that error (at least that is my experience with Turkish).
Just checked and I see at least 4 Business class tickets available on EF.
