Aviapartner is not responsible for what happened in Stockholm. If you want to apportion blame and responsibility it probably goes back to the delay of Thai Airways. However how it works it is the final airline of the journey or their assigned representatives that have to manage the case and be the face to the customer. So in. Amsterdam the point of contact is Aviapartner. But it does sound like SK picked a pretty poor representative.
