Question about EVA price trends and sales...

I'm looking at booking an EVA flight from Singapore to Okinawa.
I've been watching the fares for the last few weeks. The fares haven't moved at all either up nor down.
I checked the seats on a few dates and both flights are almost completely empty.
I checked the flight even 1 or 2 days before and price also the same as all the other days and hasn't gone up or down.

A few questions..
1) When does EVA do sales? Do they do sales on the 1st of the month?
2) although prices haven't moved up nor down in the three weeks I've been watching this route. What are the chances the price would suddenly shoot up?
3) I'm tempted to wait until the last minute to book (if price remains the same) so I can avoid having to pay change or cancellation fee if major typhoon were to hit Taiwan or Okinawa. Okinawa seems to average 4 typhoons per year so it would be great if I could just wait and see 2 or 3 days before to check the typhoon situation. I've never done this before with waiting last minute. I've also never seen a price so static on all dates. Is this unchanging / static pricing normal? Lol
4) Since flights are mostly empty.. why doesn't EVA lower the price to get more sales? I find it a bit strange most of the flight dates I've checked appear 60% empty.

Anyways I normally book flights far in advance but I'm just wondering what is the risk with EVA with trying to wait until the last minute? I'm aiming for 1 week from now. Also what are the chances there is a major sale starting September 1 with EVA? I also don't want to book a day before potential sale date?

Also why does EVA charge $190sgd for 2nd checked bag 20kg.. that seems too much for second bag. Yikes. Higher than any other carrier even budget airline

The BR 321s are getting up there in age but EVA is still considering one of the top 10 safest airlines? That's the "fear of flying" in me talking. I havent flown EVA in many years so I am curious about the airline. TIA
