Mea Culpa on booking it accidentally the first time. When I corresponded with the property I indicated it was my mistake. They were gracious enough to refund my money.

To answer your second question, I am seeing it pop up frequently in a couple of areas I stay regularly. Specifically, it is coming up for Long Island, NY and Philadelphia, PA. In contrast, Chicaco, IL where I recently stayed, the AAA Hot Deals rate is refundable if it is is offered at all. Granted this is just a few data points. Speculation, they are rolling out the Prepay AAA Hot Deal rate in a limited fashion as a trial. What are other folks seeing? It would be interesting to track it and see if there is a trend.
