ADA compliance and current building codes are the least of the issues. Building things IN the ocean is a lot more complicated than it was a hundred years ago. Yes, once a foundation is there, whatever is built needs to meet current code but that's the easy, easy, easy part. Getting the foundation is what's difficult. It's getting the approval to work in the ocean, disturb wildlife, impact the shoreline, cause erosion and contamination during construction or later.... and probably a whole host of other things not on the top of my head. Having spent the last 25 years in construction/building I know a lot but I can't even imagine all the red tape needed to build in the ocean off Lahaina. And that's all assuming everyone's operating in good faith. Want to guess what the locals think here about motives? Rebuild easily in Lahaina? Not enough LOLs on my keyboard.
