A great example of this involves travel between the US and Canada with only a NEXUS card. Such travel is absolutely allowed based on the rules, but try to actually do so and you'll find that GAs at most airlines other than AC (and even then some AC agents) will require you to show a passport. Don't have one? You're nt flying.
