That space is priceless, but you’re right, nothing says we don’t care about internationally arriving passengers more than being crammed into the moon buggies. What a crappy way to welcome people to the Nation’s capital.

LOL, and then imagine the moon buggy stopping en-route due to a mechanical issue like the one I was on last week. Had to wait about 10-12 minutes for some mechanics to drive up and take a look before we continued on.
