If it’s helpful to the OP, I’ve been denied boarding* on an overbooked QR flight on a non-EC261 covered route (departing Japan for Europe).

The situation in the departing airport was clearly very different for me (the Station Manager booked my new flight and overnight hotel (my choice for both) directly, and I had no expenses to claim).

However, I went to the QR office in my arrival airport and I received a non-personalised apology letter with the exact EC261 amount (by cheque I think; it was some years ago). So Qatar have, at least in the past, offered Involuntarily Denied Boarding compensation equivalent to EC261 even where EC261 was not legally required.

*this denied boarding was as a GGL in J. One of many reasons I try to avoid QR.
