In August 2022 QF increased the minimum connection time for domestic to international from 60 minutes to 90 minutes for flights on the
same ticket. On the same ticket will have both boarding passes, document-passport-visa check and bags will be interlined.
On separate tickets usual recommendation is at least 3:00hrs. 4:00hrs better, depending on time of day.
JQ will arrive at SYD T2. The QF free transfer bus leaves from Gate 15 T3. They swipe your QF boarding pass before getting on the bus. The QF bus is for QF passengers. Not other separate airlines like JQ & FJ.
At T2 have checked bag?. Takes time to collect after arrival from Ballina. (anyway if have bags may not be able to get past T3 security)
Transfer from T2 to T1 by train or the free Tbus
Checkin for FJ SYD-NAN (14:15?) fight will close X minutes before scheduled departure

Walk (run!) to gate
In my opinion time to look for a new BNK-SYD fight that morning or the day before
