From a multiple-phonecalls-to-UA booking experience for flights on SQ about 3 months ago, I was told that the "pay-F-get-C" and "pay-C-get-Y" award requirements apply to 2-class trans-Pacific flights as well i.e. SQ 15/16 (SFO via ICN), SQ 17/18 (YVR via ICN) and SQ 29/30 (LAX via TPE).

The rule does't apply to all the 3-class trans-Pacific flights (SFO via HKG and LAX via NRT) nor does it apply to the 2-class A345 non-stops (EWR/LAX-SIN). JFK via FRA is trans-Atlantic but it's 3-class and it's not affected by the rules as well. AFAIK, the pay-F-get-C and pay-C-get-Y award requirements in 2-class flights on SQ using UA miles is a worldwide thing.
