Why? If they are required to accept EU resident permits, what's so different from a citizen card? My EU passport is only valid for 5 years (4.5 years technically) and serves no purpose with the exception of Visa free travel to a limited amount of countries that my third country passport doesn't. It comes with a $70 price tag. My EU citizen card is valid for 10 years, costs $10 and it's a biometric document that has been accepted to return to Europe at Istanbul airport.
Ultimately, I'll do what's required, but in this case, I believe EU ID cards will be accepted.
