So our PAX finally arrived in the UK and have categorically confirmed that there was indeed an overbooking of the flight as there were other passengers also put on a holding list awaiting seats who were also turned away.

It seems we have finally got to the bottom of this, but the deception by Expedia and BA has been quite disgusting.
