must be offered. If that one J seat is the earliest flight then BA are obliged to rebook onto it. I'd suggest kicking up a fuss if they refuse to, as legally I can't see how they can, and would surely lose if you took it to CEDR or to court.
no it isn't as clear cut as you are suggesting. see Q8. "kicking up a fuss" is unlikely to get the OP's friend anywhere.
