Possibly not. One of the reasons they introduced the permission form was because of fathers taking children to another country, away from their mothers during custody disputes. The other main reason is less savoury, let's not go there. Border control personnel would previously not challenge legality of travel because the surnames matched. Nowadays it's no longer assumed that familial ties gives the right to remove a child from its country of residence.
