The LX website says that passengers have the right to contact the neutral arbitration body Schlichtung Reise & Verkehr e.V. (formerly known as SÖP) in the event of disputes regarding flights.

When you do that, LX claims that since neither departure nor arrival was in Germany or the UK, SÖP arbitration is not possible. And SÖP closes the case.

It was about a cancelled LX flight from France to Switzerland and extraordinary circumstances.

Any insight or experience? Why would LX offer SÖP arbitration and then not cooperate with the arbitrator?
