Maybe we shared the same agent I was told the same too - no OAL unless it's within 14 days. But I can see why most people can't get through when a simple flight change should have taken the agent 2-3 minutes but instead it took them 20 minutes just to change mine and its now 20 hours and my ticket still hasn't been re-issued!
