One way ticket Delhi -> Istanbul -> Dallas with a 21 hour layover in Istanbul. Indian citizens with US green card.

Will we have to collect our checked-in luggage and carry it with us during the layover?
I see the "TourIstanbul" icon next to the ticket, takes me to an eVisa site. Any experiences to share, welcome.
Any hotel recommendations inside or near the airport?
