They get away with it by not considering it a lounge in some weird way. MESM in Tokyo does the same by calling it a membership club, and both being run by JR Hotels (East and West though) they probably got inspired. Plat and above does indeed get breakfast, and it is a very excellent breakfast.

Probably. Sounds similar to St. Pancras Renaissance London calling their Chambers Club a private club with exclusive access for Titanium, Ambassador and guests booked in the Chambers wing (a specific room classification).
I figured. Oh well, it sounds like to a certain extent it is justified as this hotel serves caviar, lobster, etc. in their lounge. It looks like it's still an awesome property in my favorite area of Osaka so I'll be trying to visit before my Platinum status expires this upcoming year.
