Copy the entire thing into your favorite AI (ChatGPT or similar) ask it to make it concise and remove non-relevant information about your complaint. Re-read the entire thing AFTER doing that and tweak it a little more.

Then you might have something that someone will read. War & Peace is not the right way to communicate for either the c-suite or write a complaint about something.
