I would assume that Europe refers to at least all EEA countries, as their merchant fees are regulated by the same legislation, making it challenging to offer generous cashback. The UK is usually mentioned separately because some people in the UK may not realize that they are still part of geographical Europe (at least, this was my experience living there for the past few years). Perhaps they simply outlined all of Europe to make it easier for users, so they don't have to check through a list to see if the European country they are traveling in offers cashback. But I guess time will tell!
