I tried to follow this but I have no idea what happened. If I were you OP I would recommend shortening this way down. You're not writing a novel, you don't have to explain how you turned around and saw a phone bank.

As an aside, I don't know what a "formal complaint" means. This isn't the military or an employment issue.
