Really depends on time of day. Sometimes the gate area is very relaxing/quiet with aisles of seats available. Other times you have to dodge people left and right walking to the gates.
Have you been there since the Lahaina fire? Maui tourist visits are down ~25%. It's been awful for the businesses that depend on tourism. I was there a couple of months ago and OGG was the quietest I've ever seen it.
