Yes. OLCI opens 48 hrs before but BP can only be retrieved at 24 hr mark.

However, if you want a $30 meal voucher instead of lounge access, you need to see a landside agent. So might depend on your lounge strategy. SQ has TSA precheck if you’re eligible.
