Definitely not. Few bad airports can make a bad image for everyone but as someone who checks bags on every journey, I rarely have to wait long. LHR is a problematic airport indeed but it hardly defines Europe. At VIE it's about the handling company, not the airport - when I fly AFKL, TK, LO or FR, bags arrive promptly. As they do at almost every airport on the continent.
