The check-in personnel are the most likely to know the rules as opposed to QR customer service. If you are on the "piece" system you are entitled to an extra bag at 23KG in Y or 32 KG in J. with QRPC gold/One World Sapphire.
What I am curious is how the baggage allowance is on the piece and not the weight system. Is it HEL or NBO that triggers the piece concept on this specific routing.
