Just updating this post from October 2022 - this hotel was until yesterday given an opening date of 21 September 2023, it's now pushed over to 10 April 2024. But still not accepting reservations for any date. A number of other hotels have opened in the vicinity recently, non Hiltons: HI Express and a dual Fairfield + Courtyard.
In between, the hotel was listed as opening in September and then December 2024. This property is now showing an opening date of December 2025, which is quite a delay. but while we continue to patiently wait, there is now another JFK option apparently opening in October 2024

From the address, this seems to be the Radisson JFK, at least in terms of the address.

Now this isn't connected to Radisson Blu, and the booking tab on the above official website takes you to Choice hotels (so Quality Inn and related), where booking options - as a Radisson - continue well into 2025. What is interesting is that this hotel was as a Doubletree until 2013, but the owners, Vista Group, ended up suing Hilton, with allegations about how Hilton and associated companies used financial chicanery relating to the franchise. That lawsuit was settled with an agreement that Vista would rebrand as Radisson. The hotel is still owned by Vista but seemingly is reverting back to a DoubleTree. The hotel has been refurbished over the last 3 months.
