Because LCA-TLV has several Israeli and Cypriot airlines still flying the route, so passengers who wanted to continue to TLV could have been rebooked on other carriers for the onward 1hr leg, and passengers wanting to return to LHR could have been accommodated on the numerous BA LCA-LHR flights. By contrast, LON-TLV is pretty much BA and LY and I assume LY would be completely full or cost prohibitive on the day.
