The only policy I could find that somewhat echoes this is on the OW website, which states that "On international itineraries, that include domestic sectors, using the baggage allowance “piece” system – one additional bag*, weighing up to 23kgs, up to a maximum of two pieces." There are no domestic sectors in my itinerary.

Meanwhile, QR's own website states that "When flights in the itinerary are operated by both i.e. Qatar Airways and a oneworld member e.g. LHR DOH (QR) & DOH CMB (UL); QR Privilege Club members will be entitled to the Privilege Club extra baggage allowance as Qatar Airways is the first operating carrier in your journey." IATA Most Significant Carrier rules would also point to that QR's allowance applies.

What gives? Any experience taking advantage of QRPC extra baggage when a connection is operated by a partner?
To be honest I wouldn't expect you'd have a problem.
