QF will fly with unoccupied premium seats, even when upgrades have been requested (infamous QF upgrade lottery)
The couple times I've flown it this year, the cabin was wide open at 72h but ended up going out full every time. I think they still upgrade quite a bit unless they just have reliably have a lot of last minute bookers. I wasn't watching the upgrade list so can't say for sure.
