Wow, if ATC holds back incoming arrivals at their origins to match immigration capacity as well as air traffic capacity then that is quite joined up, impressive and passenger friendly. Whilst a delay is never favourable it's probably better to have it when you have the chance to sit and wait on board or at the gate rather than in a long snaking queue in an immigration hall.
