Ah, I overinterpreted the statement that "the time period during which the parties were prohibited from closing" and missed the following sentence. I guess that means they can legally close the merger now, but DOT could in principle still find that regulatory restrictions apply such as certain route authorities not being allowed for the combined entity or that they don't meet foreign ownership restrictions (although both of those specific examples seem unlikely in this case). Or the HSR Act no longer prevents them from closing but other acts do?
