I had similar from Expedia recently. They held my non refundable booking at an Ibis as credit voucher for a future booking at any hotel. BA did the same for my flights but required me to email them proof I was unfit to travel.

meanwhile an Ibis booked direct as Accor Silver, they told me too bad try travel insurance.

Opposite of what I was expecting between booking direct and using Expedia.
