I agree with Schnit, an individual cardholder has zero chance of negotiating this type of arrangement on an ad hoc basis, it has to be an American Express initiative. However, it will give you a talking point when asking for a retention bonus on both cards. You may be able to get a bonus on each card in alternating years.
