Do the CW seats of the 787-9 have a standard UK 3 pin power outlet that could accommodate a 53w device?
Do I need to inform BA that my wife will need to use the CPAP machine prior to departing?

You don't need permission to carry or use the machine in flight. If your wife absolutely needs to use it you shouldn't rely on the in-seat power as it may not be available and so you should always carry batteries for 150% of the estimated flight time.
