That is something which is embarrassing for the airline (to admit) and why they would try and not deal with the issue & continue to deny the person flew on the flight.
Trying to truth tube these incidents may be ACs motivation on this specific issue; that is, more than ACs standard over the top legal assaults.

What would be interesting to know is CBSA's tolerance for extra people showing up; if they track instances of incorrect data coming from the manifests.
