When you use a travel agency, they are responsible for your ticket, not the operating airline. I'm not sure why you'd need to contact CZ in case of a schedule change, since travel agencies usually have no issues sorting it out unless its a day-of-travel change.

OTAs generally can't compel airlines to change their schedules.
Once a flight is under airport control (e.g. after checkin or within 24 hours), the operating carrier is responsible for making things happen.
It seems like the airline is okay with the schedule change, but the OTA isn't and has advised the OP of this.
