Capital One will only let you verify cards added to Apple/Google Pay in their app (vs. via SMS, call, etc.) and they intentionally break it if you're overseas, so you have to add your card while you're in the U.S. or it doesn't work in mobile wallets. If you get a new phone, you're out of luck. Others have been successful with VPN but that hasn't worked for me.
