If not, you'd be relying on agent and supervisor discretion, which is basically a nonstarter. They don't know and could care less about what happens with one lounge and the impact on passengers.
Furthermore, even if there was such a waiver, you'd almost certainly need PZ on your desired new routing to stay in J.
Well, I called two days ago and was met with a "no." I escalated, and the agent's supervisor said "no" as well.
I called again today, and the agent changed it without a problem. And yes, the upgrade space was already available.
