Why would 8 hours be difficult to justify? What's the point of a 24H transit visa if there are some 'hidden' rules about whether you can get it or not. Obviously you need to clear immigration, because they don't offer you to stay airside or you simply just need to check in to another flight.
What happens if you don't get the entry permit and you need to check in for a flight?
